Improved IDE reviews and improved bot interactions

Improved the review experience in the IDE:
- We now use Mermaid diagrams to better visualize code changes
- You can now review the current file as well as your recent changes
- We now use Claude 3.5 Haiku for IDE reviews, giving more accurate and helpful results as well as faster response times
- We now persist the UI state between sessions, meaning that we save your selected options
Enhanced GitHub bot interactions with new features:
- Support for mention commands and free-text requests to re-review PRs
- We now review bot PRs when triggered by mention commands

Addressed various GitHub bot issues:
- Better handling of review comment replies
- Improved PR comment fetching
Fixed validation review errors in IDE reviews
Resolved issue with Anthropic API key handling in IDE reviews
